This sub-project was approved by the Ministry of Disaster Management & Relief on 01 January 2018 and will continue till December 2022.

Output of NRP DDM Part:

  • Strengthened disability inclusive, gender-responsive national capacities to address recurrent and mega disasters
  • Strengthened disability inclusive, gender responsive community preparedness, response, and recovery capacities for recurrent and mega disasters

Result Areas 

  • Enhanced capacities of the Government of Bangladesh for coordination and implementation of response for recurrent and mega-disaster risks including pandemic (extensive and intensive risks)
  • Strengthened capacity of the Ministry of Women and Children Affairs and the Ministry of Disaster Management and Relief to collect and use data disaggregated by sex, age and disability in a pre- and post-disaster situation and to conduct gender-responsive risk analyses and needs assessments.
  • Strengthened national capacity for genderresponsive multiple-disaster recovery strategy and plan.
  • Developed a cost-effective, gender responsive, environmentally sustainable model for using social safetynet programme to strengthen gender responsive resilience building and advocate for the government’s adoption.
  • Institutionalization and geographical expansion of flood early warning and preparedness model for effective dissemination to communities at risk especially vulnerable men, women, boys, girls and persons with disabilities.
  • Resilient and empowering livelihoods for women living in areas of highest risk of climate change impacts. (Joint Initiatives)
  • Enhanced knowledge and innovation to tackle new and emerging risks at community level.
  • Strengthen capacity of urban communities for disaster response considering multiple risk (i.e., earthquake, fire, landslide, building collapse) linking pandemic aspects.

Key Achievements

As a result of organized efforts of sponsoring ministry and UNDP, NRP-DDM Part has contributed significantly in national resilience building. The sub-project has made significant progresses to strengthen the existing government system.

Key accomplishments include the following:

  1. updated legal and institutional structure of disaster management system through revising Standing Orders on Disaster;
  2. sensitized the stakeholders including Parliamentary Standing Committee on MoDMR on Sendai Framework monitoring & reporting system;
  3. Customized Sendai indicators for Bangladesh and trained government officials
  4. Assessed the national capacity and readiness for dealing mega disaster (i.e., earthquakes) engaging national and international earthquake expert
  5. motivated GoB for strengthening disability-inclusive, gender-responsive national capacities to address recurrent and mega-disasters and developed a cadre of youth volunteers as the extended force of institutions on  (a) earthquake/urban resilience and (b) Flood Preparedness (c) Crisis Preparedness and Management-Mental Health (CPM-MH)
  6. Developed a Dynamic Flood Risk Model for being tested in the monsoon. NRP partnered with several credible entities to develop the above models. Four city authorities with technical support of BUET-JIDPUS and FSCD is for Earthquake Preparedness model, CARE Bangladesh with IWFM of BUET is for FPP model, ESDO is for DRR inclusive Safety Net model and CDD is for Disability Inclusive DRR model.

Sustainability

  • Gender-responsive and risk-informed planning is institutionalized in policy and strategy documents
  • DRR inclusive Social Safety Net adopted by other ministries and incorporated in the five-year plan (FYP)
  • A framework for institutionalizing of Flood Preparedness Programme (FPP) adopted for implementation
  • Institutionalization of earthquake preparedness model for replication..
